This reads like a No True Scotsman to me. An adult who strays far ENOUGH from the norm will be inevitably become so untrustworthy that it is reasonable for others to regard them as "dangerously unaligned".
In many places, I believe prisons do try to rehabilitate people. Moreover, we also have mental institutions, which are explicitly (partially) for rehabilitating people.
Rehabilitation is sadly (mostly) wishful thinking. Stats say it sometimes works, but often doesn't. Of course could be because our rehabilitation efforts aren't good enough, but send likely marginal at best, as some people seem quite resistant to help (again, sadly, and at some point society chooses to switch from attempts at further rehabilitation to pure separation).

I just mean if adults act bad we often don't try to rehabilitate them, we instead just stick them in prison or worse.

Are you looking at statistics for the USA only, or which parts of the world?
I know little about the subject, but I have a vague impression that US prisons are not the best in the world.
